Not control, but it has the right to access all data in China on Chinese citizens, which is all required to be stored within China.

It is against Chinese law to store data on Chinese citizens on servers outside China, which is why Google, Facebook and Twitter are not allowed to operate in China.

It is better to give than to lend, and it costs about the same.
