Are there any technical rules/standards related to creating a series description (i.e. can't start with a number, can only have X characters, can only be alphanumeric, etc.)? I can't seem to find any documentation about this specifically.

There are no restrictions beyond the underlying LO VR:

which is "64 chars maximum", "Default Character Repertoire and/or as defined by (0008,0005) excluding character code 5CH (the BACKSLASH "\" in ISO-IR 6), and all Control Characters except ESC when used for [ISO/IEC 2022] escape sequences" and "may be padded with leading and/or trailing spaces":

So it can start with a number, can be up to 64 characters long, and is not restricted to alphanumeric.
