I just purchased a new Windows 11 computer and installed Python 3.10.4 (64 bit). I can't figure out from your documentation, how do I:

1. Run a python script that is located in the same directory ( C:\Users\Brent\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Python 3.10 )

The same way a python script that is located in other directories.
Either on the command line via "py <path to script>", where <path
to script> stands for the pathname of the script file, or by opening
the script in IDLE and then running if from IDLE. (This assumes that
Python has already been installed.)

The same way as other applications are executed automatically
at Windows startup. To learn more about this, I suggest to
read the manual of the operating system used (i.e., Windows).
(This is not a Python question, but a Windows question. Could
be asked in a Windows newsgroup.)

Some general Remarks pasted:

If you're comfortable with the command line:

Create the file "hello.py" containing the line "print( 'hello!' )"
and call "py" with the argument "hello.py" on the command line.

If you're not comfortable with the command line:

Learn how to use the command line. A programmer must
absolutely know how to use the command line.

If you're not comfortable with the command line, but do not
want to learn how to use the command line right now:

Start IDLE. You may find this where your GUI shows installed
software.

If you can't find IDLE, install IDLE.

If you have installed IDLE, but can't find out how to start it:

Go to a video site and look at videos that show how to
install and start Python and/or IDLE under your operating
system. Or read a tutorial/book about this.

If you still can't get it to work: Try to find a place near
you that offers Python training for beginners and ask them
about their next introductory course or try to find a tutor
that you pay to show you how to use Python.

Maybe I'm old-fashioned, but I have this idea that people
first learn how to use their operating system, including how
to use the command line with such concepts as search paths
for commands and doing basic stuff like learning how to
search for files, edit text files, or write simple batch
files, /and then/ tackle learning a programming language.

ONE: that path indicates that you installed Python "for current user
only".

TWO: that is the path for the short cut entry that shows up on the
Windows "Start Menu" (whatever that looks like on Win11). It is NOT a
location for user scripts.

Python, at heart, is a language interpreter that is invoked from a
command line shell. (Use <ctrl-z> to exit the interpreter if you are trying
the below examples -- otherwise you'd add the path/name of the script file
to the command line)

It can run from scripts invoked by double-clicking on the file in the
"file explorer" but often the results are not as desired (it will pop up a
console window -- but that window closes as soon as the script exits!).
Scripts written using one of the graphical libraries (Tkinter, wxPython,
etc.) are typically given a .pyw extension -- .pyw is normally associated
with an alternate start-up module which suppresses the console window.

Editing of scripts can be done with one's favorite programming text
editor. If one can't live without having some sort of IDE, look for
something called IDLE to be on your start menu (IDLE is actually a Python
script using Tkinter).
