I install Eclipse and MinGW bundle on Windows ?
I want to create a simple window for learning, so I install Tk/Tcl from
MinGW, alongside with its documentation.

Does I read the main header at first ? Or I read the documentation ?
Which utility is for reading that documentation, like "man" on linux.

You need to find a newsgroup or email list where you can talk about
tcl. This is a C group.

I don't know f comp.lang.tcl is active or not, but it exists!

i dont know but on windows when you want to use library (esp if its simple one)
you need a library dll and a header for it

you do #include "library.h" in code
and -llibrary or -l"library" in command line and thats all what you minimally need
(but often thats all)

you also ned documentation which is somewhere on the net

you mean you want to instal tcl/tk and write the scripts?
or you wont to use it from c some way?
i woudl guess you want the first but why you mention mingw then?
(i dont know tk/tcl so hard to say)
