It includes the rationale, starting at page 235.

All the text can be copied.

If I didn't know better, I'd call that TeX/LaTeX-ed.

I don't know how you're getting that impression. I
have no reason to think any of the early versions of
the ANSI or ISO C standards, including this document,
were the product of TeX/LaTeX formatting.
