Are you referring to the tor browser as a VPN? It sounds like you're asking
which is safer, Tor or Nordvpn. If that's the case, I'd say stick with Tor.
Using Tor, there's no company or person providing you so called anonymity,
it's designed so nobody, including the Tor Project knows who you are. It's
not perfectly safe, but that's much safer than trusting Nordvpn, who will
have your access to your info, to keep it private. A subpoena works on
Nordvpn, but not on Tor.

A VPN has an admin that stores your data, and has to give them out when forced by law.
With tor there is no such thing.
