Currently web based forums are more
popular ,

But it is not possible to get interactions
about questions on this web based forums
as they are too crowded with questions

Are there currently active news groups
about technology, also allowing anonymous participation.

I have also question about starting my own
newsgroup and capability to host a news server.

news server admins in other newsgroups (e.g., news.admin.net-abuse.usenet
news.admin.peering, news.software.nntp, alt.free.newsservers, alt.privacy.
anon-server) have discussed many topics related to usenet servers, mostly
too technical for the layman and retired hobbyist (little old me included)
to be concerned with ... "anonymous participation" is a matter of degrees

Lot of technology groups out there, can you be a little more specific
about what you're looking for e.g., specific OEM, networking, OS,
hardware, enterprise, midrange, homebuilt?

Some still have people in them who will respond.

Well depends on what is your perception of Active, but
the 2600 hacker groups are some how active, "NOTE" hackers are in
real meaning not cybercriminals dont be scared ;)
I post regularly on alt.2600.madrid, alt.2600, alt.2600.hope
also comp.lang.go alt.comp.lang.rust, alt.comp.os.linux
comp.lang.c es.comp.hackers, hispagatos.talk, comp.infosystems.gemini
and comp.infosystems.gopher etc etc...

are web crawlers tor-friendly? it's a jungle out there, so sharing
plain text is risky enough . . . but binaries? that's major league
and afaik requires whole message encryption at a minimum, probably
top-secret methods too; quasianonymous is better than pseudonymous
