With the new spending rules they didn't do any special development for Monaco, Red Bull and Ferrari did. Also their car seems more suited to fast (ex Spa) tracks than tight street circuits. The next race should be interesting to see RB and F have helped themselves beyond Monaco.

Not to mention that Red Bull and Ferrari are still running with their soon-to-be-illegal
flexi-wings (not that it makes as big a difference at Monaco in the race as it would elsewhere -
but maybe enough for a better qualifying position).

As they also get to run their flexi-wings at Baku with it's long high speed straights (where they
WILL make a big difference, both in quali and in the race) RBR and SF should also do well there.
They'll be able to dial in a lot of wing for the tight bits and have the auto-flatten on the
straights. As they no longer need to worry about raising any suspicions for that race they could
even put 'bendier' ones on (if they have them that pass the previous tests).

The French GP will be the interesting one as the new flex tests come into force then.
