This is as stupid as when NHL commentators talk about the referees
"deciding" the results by calling penalties.

The DRIVERS' conduct is either legal or it is not.

If it is not, it should be penalized.

That is definitely a problem, and one they should sort out.

Hell, EVERY sport should sort it out.

Write the rule book.

Make sure those in charge of enforcing the rule book understand it.

If the rules don't work: change them...
