I think it's possible for it to be neither...and I think it was neither.

Ahead of the race, the commentators on my feed foresaw a crash at the
first corner, reasoning that not only had the rain come along late, but
also that the drivers had no reference points for how their cars would
react in those conditions. I think the main surprise was that it would
be Bottas who fouled up the most.

I don't see it as a *small* mistake, but I don't think it was
intentional.
