Yup, there is very little disagreement about that. In fact you are the
only one outside of RBR who I have seen claim that the "any" in the reg
could possibly have been intended to mean or has ever been implemented
as anything but all those fitting the criteria.

Occam's razor would probably disagree with you in this case.

If the crash was one lap later, or one lap earlier, none of this would have any
controversy at all. Either Lewis would have definitely won under SC conditions
or the "normal" protocol would have been followed and Max would have gained
the tyre advantage to overtake as he did.

There is no way on this earth that Masi had a pre-planned strategy for this
niche scenario, and thus the most likely explanation is that he made a
rapid evaluation on the spot of the best way to "go racing" again before the
end of the race.

He might have had a note in his pocket from Liberty saying "Do whatever
you are allowed to to make it interesting". But that's as far as outside
influence on this is likely to have extended.

No. It wouldn't.

Occam's Razor would agree that the simplest explanation is that
employees follow the wishes over their employers.

I'm not suggesting that there was a specific, pre-planned strategy for
this (or for any) scenario.

I'm suggesting that his bosses would have made their wishes known for
there being a finish to the season that didn't involve the championship
being won under a yellow flag and preferably, a finish that had both
contenders racing each other at the end.

If you received such a note, would you not have asked "How far would you
like me to take that?". I would.

Why else do you think it has come to light that there was a specific
agreement between the Race Director and the teams for this event only
about it being a "priority" that any safety car period near the end of
the race would be ended as quickly as possible?

Again, Occam's Razor suggests that there had to be some cause for that
agreement to have been discussed and agreed.
