The track layout went through several revisions even after the original
site on Biscayne Bay was abandoned. There's a summary here:

That article doesn't explicitly address the constraints before turn 16,
where there is no space for runoff and hence a requirement to slow the
cars beforehand. As the final two design illustrations show this is
complicated by the tennis stadium through which turn 12 curves, and the
three highway ramps (with supporting pillars) between turn 13 and almost
all of the back straight. A very difficult problem; the responsible
parties have talked about possibly making minor changes but they are
unlikely to be able to work magic.

....how?

That complex was chosen because they needed to weave round the support
columns for the highway ramps going overtop and allowing access to the
track by road.
