No. It's a matter of "procedures and protocol" being (forseeably)
unsafe and the FIA being tasked with fixing them. There are other
stakeholders (mentioned in the article) involved.

That's not how safety cars work - they come in when they're needed, not
when it's opportune for the racers.

Some of my friends think it was a complete shitshow. Others think it
was a total fiasco. I take a more nuanced approach and think it was
simply an utter fuckup.

procedure to avoid another near-miss incident in the pit lane in the future.
The Alpine driver came across a group of people standing in the fast
lane of the pits when he came in on the final lap of the Azerbaijan
Grand Prix.
Ocon had run the first 50 laps of the race on the same set of hard
tyres. As he made his way into the pit lane, FIA personnel had already
begun setting up parc ferme and the fenced off pen reserved for the top
three finishers.
Fortunately no one was hit by the Alpine. -------

That Occon went to the last lap (which I think he's done or at least come close to before) show how much more tread life these tire have than they should. Be better racing if they just used softer tires.

Usually the midfield produces some entertaining action, he was fast enough to keep the rest of the field on newer tires parading around behind him.

Because he was on a course with very limited overtaking opportunities
and (obviously) had good straight line speed.

The softer tire (the weekend's medium) did not hold up well. That's why
everybody on it switched to hards when they could. Ocon (and
Hűlkenberg) were exceptional in that they ran nearly the full race
distance on a single set of hards.

(And neither flavor of tire has treads, lively or not.)

Reducing the second DRS zone by 100 meters (a move criticized by some of
the drivers) may well have been an error.
