impacts.

I thought that Merc wanted to have enough tyre performance over the last
laps to catch Max who was on older tyres, and so extended Lewis' middle
stint. It was always going to be a guessing-game, and it almost worked.

Has anyone read the full report? Was it a marginal breach (possibly
explained by tyre wear) or more significant caused by running too
marginal a setup?
