Actually, per the following website, NFL
Season By Season Scoring Summary
since 1922, the current season at 21.0
points per team per game has the low-
est scoring since 2006.

The highest scoring in NFL history was
in 2020. Since 1943, points per team per
game has ranged from 17.2 (in 1977) to
24.8 (in 2020). Since 1994, all seasons
have been 20.2 points or higher per team
per game.

The first 12 years of the NFL, scoring was
at an all-time low between 7.1 & 10.3 points
per team per game. I'd have to consult his-
torical records to ascertain why the early
days of the NFL had such low scoring.

Follow-up 2:

After yesterday's games in week 4, the
average points per game per team is
at 22.0, a full point increase over what
it was after week 3, & it now is the low-
est scoring since 2017:
