I pretty much agree with everything you wrote. I would keep two QBs and
try to sign Duggan to the PS. I can't imagine he'd be poached.

I'd also cut Rountree and try to stash him on the PS again.

Probably keep four TEs because Kellen Moore's offense apparently likes
to use multiple tight ends.

I would like to sign Johnson, Van Noy and Callahan as veteran free
agents, although some people say that Johnson wasn't good last season.

Damn, can't believe I forgot about Van Noy, would really like to keep him here as well. In that case I agree with squeezing Rountree to PS.

I'm not opposed to having 3 QBs on the active roster with the third stringer being inactive on game day. Although you're probably right that they wouldn't have a problem with Duggan clearing waivers and being able to be re-signed to the PS.
