Popper says:

Big surprise here is Spiller being inactive. Rookie running back Elijah
Dotson is active over him. This likely comes down to special teams
versatility. The Chargers do not have a backup kick returner on the
roster behind Derius Davis. Dotson can fill that role. Spiller did have
a good camp running the ball, but special teams capacity is essential
for the third running back on game days. With Spiller inactive, Joshua
Kelley should get a bulk of the carries as the No. 2 back behind Austin
Ekeler.

Henley and Rumph were both working out on the field pregame and moving
well. Henley injured his hamstring in the third preseason game at the
49ers. Rumph injured his hamstring in practice this week. The Chargers
claimed LB Tanner Muse at the end of August to replace Henley — both for
LB depth and, more importantly, on special teams coverage units. Brevin
Allen was elevated from the practice squad as the fourth edge rusher,
replacing Rumph. Rookie edge rusher Tuli Tuipulotu should have an
increased workload in his regular season debut with Rumph out.
