Nothing new about this; it reminds me of the 2000 California Republican Primary. Just before 2000, California passed an "blanket primary" law, that allowed anyone to vote in any primary. The problem is, the Republican Party rules say that if any non-Republican can vote in a Presidential primary, then the primary doesn't count, and that state's delegates have to be chosen through the state's caucus/convention system. A last-minute compromise between the party and the state had the state release two sets of vote counts - one that counted all votes (more of a "straw poll" than anything else - quite a few non-Republicans voted for John McCain), and one that counted only registered Republican votes (which the party used to assign the state's delegates). Before 2004, the law was changed so that Presidential primaries could be restricted by party. The Democrats, for example, open their primary to registered Democrats and Independents (not to be confused with the American Independent Party).

For the record, to prevent confusion, Independent voters in California are declared as "Decline To State".

In general, in states where parties can decide whether or not to let independents vote in their primaries, the less-dominant party usually allows it and the dominant party doesn't. At least that's been my experience. In NC the Republicans allowed it and the Democrats didn't, until the Republicans became ascendant in the state, and now both parties allow it.

I work with California polls all the time. I used to report it as DTS, then DTS/NPP. Now NPP but it depends on the project. Some clients, usually repeat clients, get DTS.
