Presumably, when SMU was cheating like that, other programs were playing within the NCAA rules. If they're all allowed to pay players like that in the open, SMU may not be able to compete. Plus it probably depends on how oil in Texas is selling.

If the NCAA had any serious control over college football, it would have mandated full control over an FBS championship tournament, and the TV money that goes with it, years, if not decades, ago.
Besides - somebody is going to have to have some control over top-level college football. Or are you proposing that there be no limits as to when practice can start each season, or how many times you can recruit someone, or how many games per season you play, or whether or not a player can change teams in the middle of a season, or whether teams can "trade" players? And even if they could do all of those things, there are two things that need to be agreed on in advance:
1. How is the tournament organized - how many teams, who chooses them, where and when the games are played, and so on?
2. What rules are used?

If you remember, almost all of the SWC was on probation at some point during the 1980s. Rice and Baylor might have been the only ones to escape

That's my point. The NCAA is not really going away. It might have its
wings more severely clipped or it might be replaced by another
organization, at least for football. RSFC=Red State Football Consortium.
