Here is the list of FBS teams in order of eligibility for a bowl game if they finish 5-7 (or, for Army, 6-6 with two FCS wins).

Numbers indicate the 4-year football APR ending with the 2021 season; numbers in parentheses are the 1-year 2021 football APR (the first tiebreaker), followed if necessary by the 1-year 2020 football APR (the second tiebreaker).

Note that a low APR does not necessarily make the school a "party school" or a "we'll look the other way if you have a low high school GPA" school; players that transfer for any reason, including the Transfer Portal, are counted as dropouts.

* indicates the team is either a Pac-12 school, which, by conference rule, cannot accept a bowl bid with fewer than 6 wins, or plays 13 games; a 6-7 team must get in ahead of all 5-win teams, and a 5-8 team cannot become bowl eligible

@ indicates a school in the second year of its FCS-to-FBS transfer; it is not clear if these teams can become eligible with 5-7 records

Florida State and Georgia State have the same 4-year, 2021 1-year, and 2020 1-year football APRs; the next tiebreaker is 2019 1-year football APR, but the NCAA still has not made those numbers public.

That accounts for Illinois, though Pedophile State is below them to take the booby prize for the B1G..

According to the school's athletics website, while there has been no word one way or the other from the NCAA, there are "credible reports" that the NCAA is not going to give JMU a bowl-eligibility waiver for 2023, so it will have to depend on not enough teams having 6 wins in order to be bowl eligible.
