Articles published by physical chemists about disinfecting with hand soap stated the lipid membrane of the virus unravels instantaneously upon contact with the soap lipid. The 20 second bit is about ensuring the more stubborn bacteria are captured by micelle formation. The rinsing part is just about washing away the debris and micelles. There were so many idiot videos during the pandemic by people who don't even know how to wash their hands, keeping their hands under the rinsing water stream the whole time, thereby diluting or flushing the soap. Yeah I really have confidence in a senator who's too dumb to be taught how to wash his hands.

A valuable function of soap is to simply help flush germs down the
drain. Hands get dirty during the day.

But the only method of anus-cleansing that ever really caught on in the
US is wiping with a generally massively-inadequate piece of cheap paper,
so while many Americans have clean hands people here often spend much of
the day walking around with poopy-butts.

It's better for them to keep it contained that way than use a bidet or something that aerosolizes it spreads it all over the place for others to breathe. The worst offenders are people who make such a mess of themselves they have to shower, which is a bidet effect x1000.

Most soaps do not kill germs, they remove germs.

Nope! No such effect. Doesn't spread anywhere. Washing things is a simple
concept. My bidet works wonderfully. Don't be home without it!
