Although the details are as yet unclear, it seems she was struck by
a car and died at the scene.

If the photo in the referred link is actually relevant and not a stock
photo I'm gonna conjecture that perhaps as she was crossing a freeway on/off
ramp.

Kind of an on/off ramp but not exactly.

Foothill is not a freeway. There are underpasses at several cross
streets but that location, Old Oak Court, is a southbound entrance and exit.

Foothill is heavily used by cyclists and that location is especially
hazardous because drivers don't realize how fast a cyclist is traveling.
Not clear if it was a vehicle entering Foothill from Old Oak Ct or a
vehicle entering Old Oak Ct from Foothill.
