However, this suggests that "one of the world's most accomplished
mathematicians and scientists" is Florentin Smarandache. OK, not a
negligible figure, but hardly a major one. His third most highly cited
paper was retracted due to manipulation of the peer-reviewing process.
It's curious that he chose to have the paper you link to produced by a
printing company in Morocco.
