That decent science can be done on the cheap. $1.5M for the lenses, $5M for the sensors and electronics, some kind of rent for the land, a few hundred thousand dollars for travel and lodging each year. To study Dark Matter effects.
Contrast this with expected cost of the new land and space-based telescopes now being built (billions of $$$) or the physics experiments in CERN or the U.S.
