As everyone know, during a solar day - a Cs oscillator
of a GPS satellite will count ~0.000038*9 192 631 770
periods, i.e 349 320, more than an identical oscillator

Now let's divide it by a constant:
during 1/86400 of a solar day - a Cs oscillator

And apply the standard definition, valid in physics

during a second - a Cs oscillator of a GPS satellite
will count ~4 periods more than an identical oscillator
on Earth.
I.e.
The measured frequency of 2 identical oscillators will
be different by 4 Hz, depending on where they are.

Yes, janitor, you made such a great discovery. But anyone could have
subtracted 9,192,631,770 Hz from 9,192,631,774.1 Hz and obtained 4.1 Hz
difference.
