IRT is described in Chapter 4 of my book "Model Mechanics: The Final Theory"
An IRT observer does not assumed that he is at rest and that the observed object is in a state of relative motion. Therefore, he has two sets of equations
predict the rate of a moving clock:
1. One set to predict that the observed clock is accumulating clock seconds at a slower rate......this is the same as SRT predicts.
2. The other set is to predict that the observed clock is accumulating clock seconds at a faster rate than the observer's clock.

IRT predictions has no time dilation. The rate of a clock accumulating clock seconds is dependent on its state of absolute motion. IOW, a clock second of a clock will represent a specific amount of time but not the same amount of time in different frames.
