The people are not cooperating:

Last year, California Gov. Gavin Newsom called for residents and businesses to cut their water use by 15%. But since then, residents have reduced water use by just 5.2%, according to the State Water Resources Control Board.

So now they can drink their own flushed toilet water:

Meanwhile, the Metropolitan Water District is investing in what could become the world's largest water recycling system. Known as Pure Water, the initiative would recycle wastewater instead of sending it out into the ocean.

We have more than we can handle. We need to create a pipeline that goes from here to places west, and pipe out excess water to unfortunate people who don't have as much. If we ship it to death valley, which is below sea level, it won't even need a pump, it can siphon!

I'd hate to deal with the water hammer if they shut off the valve suddenly!

Not feasible. That kind of pipeline is several million $ per mile, requires years for approval, involves who knows how much legal action to acquire who knows how much right of way, and slower than normal build times as every inch has to be observed and monitored.

What "news" like that fails to mention is that 80% of CA's water is used
by agriculture. So cutting residential use isn't going to help that
much. 15% of 20% is 3% reduction of total use.

It's just an easy target, politically. Newsom can claim that his
administration is trying to work on the water problem, but people won't
cooperate.

The State Water Resources Control Board specifically states it's the residential water consumption.

The same is true, here (AZ -- ~75%). Though that's kindof misleading as
population has increased faster than agricultural use.

But, agriculture is taking the biggest *hit* in terms of the mandated cutbacks.
(how do you enforce this if folks have wells?? Don't you need to measure
before you can realize your cuts??)

Why are we growing cotton? almonds? alfalfa?? -- in the desert? And golf
courses?? Lawns? Pools?

But it serves the purpose of drawing attention of The Masses to
The Problem. So, when/if eventually confronted with the reality
of agribusiness being the biggest user, there can be "appropriate

farmers make billions growing cotton and almonds and rice in what is
technically a desert.

It's crazy to drive over the Yolo Causeway and see the square miles of
flooded rice fields.

I don't think the farmers there are doing too well either. A lot of them are folding, and don't even bother to plant because they know the allotment won't support them. The federal government will soon cut off ALL water draw from the Colorado because they're about to lose the totality of the river's hydroelectric production. What choice do they have?

The farmers in the central valley keep sinking deeper wells to reach
the descending water table. And decades of evaporation are seeding the
soil with salts and selenium.

There was a giant project to build a big drain, but it would have
killed some birds so was canceled.

California has an ocean all along its west side. Why doesn't
california try desalination powered by solar or something ?

Prevailing winds are from west to east, from the ocean, so
'desalination powered by solar' is exactly what they do, waiting for

There is some desalination for a few coastal cities. But it's
expensive and energy intensive. "Powered by solar" still means it
takes power.

I never understood why it takes no energy to dissolve salt into water
but it takes a lot to separate them. Must be entropy or something.

Yes that is true ! AND so, being solar powered, it is actually
Fusion powered. Wireless Transmitted Fusion (WTF)

In addition to solar fusion powered, they could make the desalination
sort of pay for itself and do it using wave energy. That is part
solar and part gravity powered I think.
