About replacing the cell battery on a TI-1795 SV
For safety purposes and to prevent ingestion, the button-cell batteries
in school, student-owned calculators, as well basic/elementary
calculators without battery doors are not designed to be replaced.

You forgot to copy the text just below that starting with

To replace the battery:
1) Using a small Phillips screwdriver, remove the screws that are on the back of the unit.
2) Carefully pry apart the back case and the front case. Be careful not to damage any internal parts.
3) Remove the lithium battery carefully and replace it with a new one.
4) After the lithium battery has been replaced, attach the back case of the unit on to the front case
and replace the screws.
5) Turn the unit on. The calculator should now function properly.

I through away $5 calculators with internal battery to be replaced to the trash

I decided not to muddy it up, because making it difficult was deliberate.

aa's post is more about politics than DIY tricks and tips.

I gave my Mom a TI-1795 SV for Christmas. It does have a battery door,
which I also forgot to tell you.
