Last time I checked the globe is one big place. This requirement for American only manufacture is wrong. America is not the only place where people require employment, and American EV industry benefits from foreign innovation, as well as vice versa. The battery minerals and materials issue could be handled by requiring the supplier country to submit to inspections and audits- which they pay for. It does have the upside of reducing greenhouse gas emissions, but the nationalistic part is pure counterproductive Neanderthal legislation.

There's about 10 US-made EVs that are likely to qualify for the full tax
credit, all of them insipid. At least the Chevy Volt will likely have
"cheap" going for it, though

Battery materials and processings are very energy intensive. Unless we want to go back to Russian energy world, it doesn't make sense to be building them in Europe or China.

Regarding energy dependency, BASF is planning to move many chemical plants to the USA, without any government drive.

I have said for a long time that anything imported to the US the
factories should be made to follow all the Rules of the US. Such as the
OSHA and enviromental rules.

All the regulations add much to the cost and many countries do not
follow hardly any regulations.
