Recent disasters and research show a strong need to integrate management and risk reduction strategies of droughts and flood. Having one agency focus on one hazard can have unintended consequences for another hazard. For example, maximizing reservoir storage when expecting a drought can increase the flood risk.

Yeah. There's a first time for everything. It's possible that desertification and soil depletion
are precedent events, but... sands of the Sahara cover up the evidence.
Climate change hasn't had any cover for the last thirty years: it's here, it's now, we know
its causes.

Yes, weather and climate are both chaotic and sometimes violent, but
lots of climate misery is self-inflicted. Building on beaches and in
flood plains and in badly managed forests. Slurping out groundwater.
Mismanaging waterways and reservoirs and dams and levees.

We had a mild landslide this afternoon on Diamond Heights Boulevard, a
short walk away. Cutting the road created a steep dirt cliff and a
mess of ugly condos were built into the peak. The hill is just about
saturated now and a lot more rain is predicted. They have great views,
between avalanches.

O'Shaughnessy Blvd is another canyon cut that is slipping.

Huh? Traditional estimates of climate are just no-change-expected (i.e.
extrapolation) and modern ones like greenhouse gas modeling are
not showing any signs of chaotic character.

Define 'chaotic' and give an example of some climate element that
fits it. If you can't do that, your claim is void.

And, every cliff everywhere on the planet is evidence of successive
losses off the face into whatever lies below. That's something that
occurs sometimes during weather events, but... it was happening slowly

Slowly on average, maybe. In fits and starts when looked at more
in detail. Nothing may happen for centuries and then suddenly half
a mountain comes sliding down.
