The problem is that we have all the homeless supports (soup kitchen, etc) near city center and keeping the homeless there. We should move all the supports to Golden Gate Park. There are not many business there.

It's a public sidewalk, the homeless woman can sit anywhere she pleases. If the gallery owner doesn't like that, he can petition the city for a no loitering ordinance, or he can move somewhere else.
