They're not finding "documents." They're finding little single pages, that may or not contain classified information, with classification marking . The page could have been excerpted from a classified document making it necessary to stamp each and every page as classified even though many pages don't have anything classified on them.

Trump on the other hand was in possession of over 300 full documents that were classified.
