They can teach even a teenager to drive a car, so in the long run, so
why couldn't hey teach the AI system do the same, at least in the long
run ?

The AI system doesn't have to be 100 % perfect. If the AI system
accident rate is going to be much lower than the accident rate for
human manual driving, manual driving might be banned at least in some
situations.

There would still be liability issues. If an AI driver causes an accident, there would still be liability, even if the likelihood of an accident is less than a human. At one point Musk talked about Tesla taking liability for AI piloted Teslas.

Of course, Musk is not Tesla, and he says lots of things that are of no consequence. Still, it might require the owner to have Tesla insurance, or pay other fees, that would amount to insurance, which is what liability is all about really, isn't it? While insurance will take the brunt of the first few million in claims, insurance is always limited, so the car owner is ultimately on the hook, if the Tesla AI causes a major accident that far exceeds the insurance coverage.

Two ways to deal with this. One is to require the insurance for the AI, to cover everything (not very likely while there are still lobbyists). The other is to cap damages from any one AI caused accident. That's like what they did to allow carmakers to install air bags without being bankrupted by the liability when they go off inappropriately, or cause harm when going off appropriately. Without the government legislation, air bags would still be on drawing boards and not in cars. Car driving AIs may end up the same..
