There is no material length contraction. Einstein invented this to make his SR math math OK.
In real life:
1. the length of a moving meter stick never changes.
2. What is changing is the light-path length of a moving meter stick......the length of ligh must travel to cover the material length of a moving meter stick.
3. The light-path length of the observe's meter stick is assumed to be its material length.
4. Einstein mistakingly assumed that this means that the speed of light is constant infall frames.

Its absolute dimension applies.

Sounds like atomic speed competing with light speed...
If the meter stick is moving fast ahead in the same direction...

The constant speed of light is the same across the universe in any given instant.

The speed of light can't be constant in all frames because a clock second is not constant in all frames.

The speed of light is not frame dependent. It is absolute in space.
It moves toward or away from frames that are moving themselves.
