Reporting structures has no bearing on the independence of an organization. You can try to make an agrument to the contrary but geee, that is ignoring the founding principles of the democracy.

You can infer that Biden has impose some sort of pressure on the independent organization, but you are relying on the integrity of the executive and judical branch heads to maintain independence. Something Trump and his cronies failed that premise from a middle school civics lesson.

Justice department is NOT an independent agency. As long as the president has the authority to dismiss the director, it is political. The president will fire an uncooperative director and replace them with someone else.

Trump administration turned around and sole sourced nationwide distribution of the COVID vaccines to McKesson. They must make helluva big campaign contributions. To their credit, Pfizer refused to touch them, doing their own distribution.

Corporate and the influential politicians almost certainly regarded the people caught up in the addiction as no loss.
