No, it's true; both nonpublic roads, and nonpublic mail systems, result in severe
disconnection of spread-out peoples. Nowhere in civilized society are such things
normal.

Taxation of vehicles, fuel, tires, etc. is intended to do exactly that. The initial
cost of BUILDING a road, however, had to be investment in advance of
that use, and requires a nation/state/county/city-sized entity.

Governments are the only logical candidates.
