Sadly for your plan, the Ukraine grows a lot of wheat. Nuking it would means that it would produce a lot less. It woudn't be a popular plan.

As a proposal, it suggests a rather better and less drastic solution - find the occasional nut cases who think like you, and send them off to re-education camps until they learn to think better. If they can't manage that. leaved them there.

There's a permanent element of impropriety in war. It's a very expensive way of sorting out differences of opinion, and only fools resort to it. It only takes fools on one side to start a war, but the only way of discouraging them is military defeat, which is hugely expensive and extravagant. Getting rid of the fools who want to fight wars is a better scheme, but requires remarkably cunning plans - not your strong point.
