that the latter was ever used in the former.

Don't know about Toronto but the phrase is biblical. It is said by
Nathan the Prophet to David.

"Yes; David strayed a little occasionally, you know, and on one
occasion in the same direction as Sergeant James Barclay. You
remember the small affair of Uriah and Bathsheba? My biblical
knowledge is a trifle rusty, I fear, but you will find the story in
the first or second of Samuel."

The phrase is actually in 2Sam. 12:7 "And Nathan said to David, Thou art
the man" (after spinning a story of a poor man with a single sheep, and
his rich neighbour...)
