My mom is kind of delighted that her phone apparently has unlimited
storage space for photos, because they all end up in some Google cloud.
In fact, I'm able to watch her images with a browser from my PC, if I
log in with her account.

If she doesn't want to lose them, she, or you, better do a deliberate
backup of them to your own media such as an external disk (that is
replaced from time to time) or stable media.

There are small non-computer devices for backing up just photos from
phones.

Better to stick with general purpose computers and standard storage
formats (storage media, data format) than some "blackbox" that you might
not be able to recover the files from at some point in the future.

My photos and video can be recovered from any general purpose OS (Mac,
Windows, Unix, Linux, etc.) as files. And these OS' can open them as
images/video as well (not sure about Unix opening DNG, however, but
others - no issue).

Quite so. I simply make several copies of all images and send them to
relatives to guarantee survival. USB thumb drives are very spacious
these days. As for the "Cloud", these are vast server warehouses
very susceptible to a Pearl Harbor attack or internal sabotage. The
submarine cables connecting them to the world can be snipped in
several places so as to crash the whole Internet.
