What's the status of AV1 decoding hardware in phones anyway?

a. Google's recent push is for new video formats for youtube.
b. Which of those is "new" that you're speaking about?

2. It's 30% better compression than H.265 (for 4K UHD video)
3. The (encoding/decoding) hardware isn't yet ready for the masses

This begs the question which phones support AV1 codec decoding.

As of March 15th of this year, that article claims these support AV1.

Of course, googling also found inconsistent results, such as this:
