"The European Union Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Union, has issued EASA Emergency AD 2022-0018-E, dated January 28, 2022 (referred to after this as “the MCAI”), to address an unsafe condition on certain MARS A.S. ATL-88/90-1B (commercially known as ATL-15 SL) emergency parachutes."

"The FAA has also found that the risk to the flying public justifies foregoing notice and comment prior to adoption of this rule because there are no affected emergency parachutes used in the United States and thus, it is unlikely that the FAA will receive any adverse comments or useful information about this AD from U.S. operators."

I've always wondered why, if a manufacturer screws up its product, the
purchaser has to pay to make it right.  This seems to be the case only
in aviation.

I don't think the AD says who pays. Most manufactures I deal with will only charge shipping.

The FAA estimates that this AD does not affect any emergency parachutes used in the United

I investigated this AD recently. It applies only to the ATL-15 "SL" parachutes fitted with a static line. [ The "SL" stands for "static line."] Non-static line ATL-15s are not affected. If you look at the serial number ranges quoted above - it only impacts about 16 chutes - and I believe that the manufacturer is stepping up to replacing them.

I remember some 20 years ago, a French Court decided the manufacturer Robin had to pay for the control and if necessary the reinforcement of the wing spar of a few hundred Robin airplanes, after an fatal accident that revealed glue defects of said spars. That judgement was the result of a protest by a French pilot/owners association against a mandatory control/repair operation to be financed by the owners. The end result was that the then Robin corporation filed for bankruptcy. So the owners of all the airplanes in question had to pay anyhow if they wanted their planes ever to fly again.

The problem with aviation is the small production numbers. The profit margins are insufficient to allow the manufacturers to accumulate the necessary financial reserves for big recall operations like you see with car manufacturers.
