While the Apple iPhone 14 Pro and iPhone 14 Pro Max, include a new
feature called "Dynamic Island," all Android devices can get the same
type of functionality by using an App called "dynamicSpot -
Multitasking," see
https://play.google.com/store/apps/details?id=com.jamworks.dynamicspot.

This is a free app, with no advertising, but the author requests that
you “buy him a coffee” which unlocks features in the “pro” version
($4.99). I paid for it and I feel that the added features are well worth
the price. I don’t buy many Android apps, but in my opinion this one is
well worth it. I think that the developer is poised to make a lot of
money with this app!

Android Authority states: "DynamicSpot is an app that emulates Apple's
new Dynamic Island. It can do quite a few things, including show you
notifications, check out your music controls, add a timer, and more. In
some ways it's even better than Apple's version."

Actually, the idea of "Dynamic Island" and "Dynamic Spot" was pioneered
by LG in their 2015 V10 phone, using a secondary display above the main
display, but the implementation left something to be desired. Apple's
Dynamic Island is, as you would expect, a much better implementation.

Since “DynamicSpot” is not part of the operating system, there are some
limitations that are not present in the iPhone 14 Pro’s “Dynamic Island”
but there are also features in DynamicSpot not available in Dynamic Island.

Annoyance at

not all devices, with only a subset of features and only if they pay
for the app.

What does it do that is useful for an average Android user?

Not sure what you define as "average" but the app makes using certain
features a lot easier.

As one user wrote: "it is very convenient. It's like if heads up
notifications were to sit at the top of the screen taking up very little
space. It isn't necessary but it's damn useful."

The idea for Dynamic Island came from the LG V10 of 2015 which used a
small separate display on top of the main display for the same purpose.
It never caught on because of the expense of the second display, but at
the time it allowed the main display to be off, saving battery life. See
<https://www.techgoing.com/lg-v10-from-7-years-ago-has-already-implemented-the-dynamic-island/>
and
<https://phandroid.com/2022/09/07/apples-innovative-dynamic-island-is-an-old-android-trick-from-7-years-ago/>
and
<https://phandroid.com/2017/02/27/hands-on-with-the-htc-u-ultra-htc-u-play-video/>.

As a recent article explained, dynamicspot is actually better than the
built-in "Dynamic Island" on the iPhone, especially for notifications.
You can select which apps DynamicSpot monitors, and the list of apps it
can support is much larger than what Dynamic Island on the iPhone 14 Pro
and Pro Max can support.

"DynamicSpot puts Apple’s Dynamic Island on your Android phone"
<https://www.xda-developers.com/android-phones-now-have-a-dynamic-island-known-as-dynamicspot/>

Yes, the pro version of the app costs $4.99. There is no advertising
(not even on the free version). The iPhone 14 Pro starts at $999. I've
probably purchased only five or six apps since I've owned smart phones,
but this is one that I feel is worth the money. Others include TorquePro
<https://play.google.com/store/apps/details?id=org.prowl.torque> and
some maps for CoPilot and OSMAND.

Perhaps a future version of Android will include something similar, or
perhaps it'll be a device-specific feature from some manufacturers. HTC
also had something similar in the past.

no it very definitely didn't, nor is that even remotely similar.

The Android 'copy' does things the Apple 'original' doesn't do (for
example, it works on all Android devices, not just on one or two of them,
and, for example, it's settable per app, and it can be removed if it's no
longer wanted).

Either put up or shut up.
What does the Apple 'original' do that the Android 'copy' doesn't do.

Hopefully Apple will add features to Dynamic Island in future iOS
updates to give it the additional capabilities present in DynamicSpot.

I doubt if they'd allow a version of DynamicSpot on the App Store for
use on phones other than the iPhone 14 Pro, which is too bad. But
because of the enormous notch on older iPhones it would be difficult to
do anyway. DynamicSpot is an amazingly good app.

you're delusional if you actually think that.

the notch is not enormous nor is it a problem and implementing it for a
notched device is not difficult to do.
