If you can't receive text messages, google can send a popup to your phone's app,
did you set a secondary email account with google? Did you download and print
out emergency access codes? Google do occasionally prompt you do those things.

And should only be required once for regularly used PCs. Once you "trust"
your PC it won't ask again.
