A 2020 paper by Frank, Wright & Sharf calculate an alien civilization could
population the galaxy fairly quickly. The key is to get to the
galactic centre first -- from there everywhere else is only ~50k LY
away. As they say, this plan is for aliens coz humans would probably baulk
at a project that will take a mn years (e.g. at 1% of c).

A couple things the authors don't follow through on is our galaxy has
been around a long time. Even if a single space-travelling
civilization arises somewhere every mn years or so then by now
every star system would host ~10k alien races (allowing 1 bn
years of the ~13 bn ago of the Milky Way for the first race to kick
off -- with 0.1 tr stars one of them is bound to have a dream run to
the space travel stage).

No wonder no one is on the radio! Everyone is already neighbors!
Given the galaxy is very crowded with mn+ year old civilizations poor
johhny-come-lately hoomins will be lucky to be considered anything
above insects, and hopefully not edible insects.

Advanced students might go on to speculate about the characteristics
e.g. game theory might suggest your neighbours would have in the above
type of scenario.

Civilizations that choked on their own vomit/stewed in their own
juices would not have made it this far. They would not be dumb. They
would not be lazy. They would not be scared of much. Not like people then.

But they might tend to live by their own rules and ignore the opinions
of others. Can you imagine 10,000 groups of super-individualists with
super-science and tech at their disposal living right next door to you?
