ReadERA, Cool Reader, FB Reader. I use ReadERA Premium, it can speak my
ebooks.
Otherwise, on a PC, try Balabolka.

Yes. The only app that will allow you to see complex equations (pdf)
on a 12" tablet! The guy answers email too, or at least he used to.

Is this an ok one-line summary (based only on what they claim)?

ReadERA = offline ebook reader, no advertisements, no account needed
CoolReader = offline ebook reader, no ads, also has TTS for speech
FBReader = offline ebook reader, but it has ads, it's customizable

They all seem to read most if not all the normal epub formats offline.

Does anyone know of a reader app that wll work on a Windows XP PC, and
display epub files properly?

I've got a good mobi reader, but the epub readers I have do not
display properly.

If it's free give it a shot. HRBlock tax software for the last two
years has claimed it requires Win10 or higher, but it ran just fine on
Win7. OTOH, I haven't been audited yet...

FBreader with FBreader TTS+ plugin, both can be installed from
https://f-droid.org

F-Droid it's a like a free, libre app store for Android,
it's safe.
