Yes, if you run it into a wall. The expander plug and compression ring -- and not the fork -- are being replaced. There were two reported failures following impacts and no injuries. Specialized has always been quick to address issues before CPSC involvement. And no, steel forks are not immune from failure and recall. https://www.cpsc.gov/search?search_api_fulltext=forks In fact, in recent years, there have probably been more steel fork recalls and way more shock-fork recalls, but you can weed through the CPSC site and find the stats.

The steel forks that fail are the cheapest possible to make. The Specialized SL7 is the most expensive bike that Specialized makes other than very special time trial bikes.

I've talked about our custom tandem's catastrophic fork failure.
Reynolds 531 steel, although badly built.

Every manufactured thing has some measurable rate of failure
In this case it seems to be vanishingly small.

For the CPSC to get involved the risk is not "vanishingly small."

Mostly a liability move - If it was revealed that specialized had found a "flaw" in the design (even it it takes riding into a brick wall at 30 mph) and did nothing about it, lawsuits. Besides that, it shows them as being proactive, and at the same time getting customer into bikeshops where they might buy more stuff even though the repair is free (shop expenses covered by Specialized).

Except that's not what either CSPC or Specialized look at. It's the
risk. Did those two breakages represent 100% of crashes? Or even just
50%? The fires in Chevy Volts represent only 0.006% of the Chevy Volts
on the road, but there's an inherent design flaw that is being addressed.
