In the San Francisco bay area we have just the opposite. About -2C this morning and a high of 10C. While it hasn't rained for a couple of days mist has settled on the roads leaving frost. This is a bit dangerous since in some areas there might have been leaky water pipes which can form ice on the road surface. So I'm not riding in the hills in the conditions.

One of the guys I rode with New Years day has a mountain cabin and heavy insulated ski-wear. He didn't seem to have any problems at all.
