The little railways of Wales.
Law passed saying new railways must be "standard gauge".
Unless...
The "unless" for these - too hilly, too winding, way to small,
essentially single-purpose - mainly bring slate to the coast or main
railway.
As a kid, had this crazy interest in these.

Ireland had a big amount of 3foot gauge railways.
Winding around lightly populated areas.

Although we didn't have Beeching cuts, loss of riders to their autos had the
same effect.

Distance matters. New England is only a small corner of the US.

There is a former logging Shay here in standard gauge.
https://www.shaylocomotives.com/data/factsheet/sn-3066.htm

What was the reason for narrowing the gauge? Did it really decrease
allowable turning radius?
