Overpopulation is the government way to control people.
If some one is self sufficient, own land, house, grow it's own food, etc... he can do what he wants.
It's the masses in the city who's dependent on the government.

Assume that your Orion ship can carry 20,000 passengers.
Then, you need to fill and launch ten of them. Today.
And ten more tomorrow. And Friday. And Saturday. And every
day. Just to keep up.

Since there is no suggestion that these are some magical
FTL ships, they won't be coming back. So you need to be
building and outfitting at least seventy of these. Per week.

Truly absurd. To get even the tiniest fraction of the human population

make the Earth unable to sustain human life.

Project Orion is pointless and has no future. Taking humans off the
planet is pointless and has no future, at least not for centuries to

We can't even manage here without destroying the ecosystems we evolved

I don't thin, it will happen in one shot, to move to another star system.
We may have to populate our solar system first, learn how to live in space etc...
Maybe that's what Gaya wants us to do in the long run?

I don't think full grown hoomans go to Mars in masses, only genetically altered embryos and developed there, also adopt easier to the environment.
Earthly hooman would not be very happy on Mars in the long run!
