For a commuter bicycle, it might make sense. The electric version anyway. I'm not a recumbent person myself. But they do have their followers. 30 kmh was listed. About 20 mph. Not sure if that is maximum or the speed with the electric motor and then add on your pedaling speed too. If your commute is 10 miles or less, it might make lots of sense. Recumbent would allow any clothes to be worn.

It’s a bit tight now with the old MTB and it’s panniers/bar bag to get
though park gates and such.

That has no chance which means rather than relative serene parks and old
cycleway next to the by pass be main roads all the way which is slightly
faster but hardly pleasant!

That bike apparently is not even a bicycle, but a motorcycle.

Add two more wheels to make it harder to fall over. Add a fully enclosed metal cage with strong supports. Oh, that's been done. It's called an automobile. LOL

Far too many bicycling facilities are dangerous designs for the bicyclists using them. Plus, many of those facilities do not allow the bicyclist to safely exit them.

It's basically an eBike with a roll cage frame. I would add some
sacrificial fenders to protect the wheels if it rolls over. I'm
undecided if it should have seat belts or an ejection seat. The
aerodynamic windscreen allows an upright (comfortable) riding
position. Weight is probably going to be a problem:
"Veemo weighs 62 Kilograms (dry weight, without battery) and the
maximum gross vehicle weight allows up to 110 kg (242 pounds) of rider
and cargo in addition to the vehicle weight of 63 kilograms (74 kg.
with battery)."
